Introduction

This desk reference briefly outlines what companies need to know about their affirmative action obligations that arise from contracting with a government agency or receiving government grants.

It includes a brief explanation of who is covered under federal, state, and local laws, how to plan a compliance strategy, how to design and maintain a written affirmative action program (“AAP”) or equal employment opportunity program (“EEOP”), and how to handle compliance evaluations by enforcement agencies, including the Office of Federal Contract Compliance Programs (“OFCCP”).

Many employers are required to maintain and regularly revise an AAP or EEOP. They are also required to regularly submit reports such as an EEO-1 or VETS-100 to enforcement agencies. This desk reference should help you identify issues related to the maintenance of such programs and reports, as well as to ask questions, but we do not recommend that you take any steps based solely on this material.
