States are making decisions on whether to implement exchanges and expand Medicaid in connection with Health Care Reform. And 2014, the year in which the exchanges and the penalties will go into effect, is about a year away. Now that the election is over and with the looming deadlines, it is expected that agencies will be issuing regulations relatively quickly.
