Gary Lieber has more than 30 years of experience as a labor and employment attorney.

He concentrates his practice in labor-management relations and defense of employment discrimination cases on behalf of management. Gary has litigated numerous labor and employment cases before administrative agencies and in Federal and State courts.

Gary is a successful trial attorney having litigated a broad range of labor and employment law matters including jury trials in employment discrimination cases, unfair labor practices before the NLRB and well over 100 labor arbitration cases. Gary has also negotiated collective bargaining agreements in a wide range of industries, including construction, manufacturing, higher education and the service sector.

Gary serves as National Labor Counsel to the National Electrical Contractors Association and is co-counsel to the Council on Industrial Relations for the Electrical Contracting Industry, the industry's arbitration body.

In addition to his busy practice, Gary is frequently tapped to speak about labor and employment matters before trade associations and other industry groups.Gary is also a mediator in the District of Columbia Superior Court Multi-Door Dispute Resolution Program and was selected by the Court as the principal mediator for a mediation training video produced by the program. He was recently selected as a member on a five member working group of mediators within the Superior Court to improve the mediation process in that Court.  He has also been certified as a Mediator by the Center for Alternative Dispute Resolution.

Representative Experience
  • Obtained decision following trial favoring Owner of hotel in injunction action brought by labor union seeking to enjoin sale of hotel 
  • Obtained a defense jury verdict in the first Americans with Disabilities Act case tried in the federal court in Connecticut 
  • Obtained a defense verdict in one of the few employment discrimination cases tried in Montgomery County, Maryland Circuit Court 
  • First-chaired over 100 labor arbitration cases
  • Hearing Officer/Arbitrator - District of Columbia Public Schools (disputes arising under collective bargaining agreements) (April 2015 - Present)
  • Hearing Officer - Office of the State Superintendent of Education, District of Columbia Public Schools (September 2011 - March 2013) (Individuals with Disabilities Education Act (IDEA))
