The CARES Act created the Paycheck Protection Program (PPP), which provided short term loans to companies with fewer than 500 employees and larger employers in the hospitality and restaurant industries. The loan is fully forgivable provided certain circumstances are met. Just what those circumstances entail generated many questions and has changed with successive administrative guidance and now new legislation.
