The judge found that the U.S. Department of Labor exceeded its authority by issuing regulations rendering workers who have no work available ineligible for paid leave and rejected the USDOL&rsquo;s definition of &ldquo;health care providers,&rdquo; who are excluded&nbsp;from paid leave.&nbsp;The ruling also affects when employees may take paid intermittent leave and when employers can require documentation of leave.</p>  <p>What does this mean for employers?
